Section One - Sending Spam Email
Sending spam is a remarkably easy and cheap venture. It takes very little for a program to send a copy of an email to countless addresses, and email addresses are not hard to come by if one knows where to look. Spammers can search the whois records of domains, have internet applications look for emails listed on websites, or get them from lists compiled from various sources. Due to the vast number that can be sent without added expense, they can even email to countless randomly generated addresses, some of which will wind up being valid and reaching someone.

While emails are free to send, there are still costs involved which can become substantial as the volume increases. The bandwidth they travel over, the storage space they take up, and the connectivity used to download them to the end-user are all services with costs associated. None of these costs are paid by the spammers, but rather by the people they reach and the email providers whose servers are used.

Since emails are easily and cheaply sent, their use in advertising quickly got out of hand and a number of measures are needed to keep this abuse under control.
